The Expert group on Advocacy has released new guidelines to present the Universal Declaration on Archives (signed at the General Conference of UNESCO the 10th November 2011) and how we can use the UDA as a tool to improve understanding and awareness about archives.
This presentation will give an overview about the genesis and origin of the UDA, outline the history of its development, talk about the challenges involved in putting together the document; look at the aims of the UDA; and then go through the text of the document.
Le groupe d’experts en sensibilisation a publié de nouvelles lignes directrices pour présenter la Déclaration universelle des Archives (signée à l’UNESCO le 10 novembre 2011) et comment nous pouvons utiliser la DUA comme outil afin d’améliorer la compréhension des archives et la sensibilisation sur les archives.

The ICA is involved in the PERSIST Project through the involvement of the President on the Steering Group and Experts Groups on Appraisal and on Digital Records. Therefore we encourage you to answer this survey.
Chers collègues,
Le Projet UNESCO PERSIST lance une enquête pour identifier les besoins et les bonnes pratiques de vos gouvernements en ce qui concerne la conservation du patrimoine numérique.
L’ICA étant impliquée dans ce projet, du fait de l’implication du Président dans le comité directeur et par l’entremise des groupes d’experts sur la Sensibilisation et sur les documents numériques, nous vous encourageons à y répondre.
Cette enquête est conduite dans le cadre du Projet UNESCO PERSIST, qui fait partie du Programme “Mémoire du Monde ” de l’UNESCO et qui se focalise sur la conservation du patrimoine numérique. Il contribue à l’implémentation des Recommandations de l’UNESCO en ce qui concerne la conservation et l’accès au patrimoine documentaire, notamment sous forme numérique, qui ont été adoptées lors de la ernière conférence de l’UNESCO en 2015.
Contexte
Conserver le contenu numérique pour l’avenir est un des plus grands défis des bibliothèques, des archives et des musées. Le rythme des avancées technologiques a une immense implication sur la conservation de notre patrimoine numérique pour le futur.
Le Projet UNESCO PERSIST a lancé une enquête qui permettra d’avoir une vue d’ensemble précieuse sur les stratégies et les politiques sur le long terme mises en place actuellement par les Etats Membres de l’UNESCO. Nous sommes particulièrement intéressés par l’implication et le rôle des gouvernements et des décideurs dans la formulation de vos politiques/ stratégies pour la conservation du patrimoine numérique.
Nous vous serions reconnaissants si vous pouviez participer à cette enquête (ou identifier la personne la plus à même de le faire) en suivant ce lien, avant le 15 septembre 2016.
Les résultats de cette enquête aideront à identifier les besoins et les tendances qui se dessinent dans les politiques de conservation. Ils seront rendus publics.

MEMORY OF THE WORLD PROGRAMME REVIEW EXAMEN DU PROGRAMME MEMOIRE DU MONDE |

Following the decision taken by the Memory of the World International Advisory Committee (IAC), at the meeting held in Abu Dhabi, in October 2015, a comprehensive review of the Programme is being undertaken including through an online consultation with Memory of the World national and regional committees, with National Commissions for UNESCO and with all relevant stakeholders.
This is explained fully in the Invitation from the Chairman of the International Advisory Committee.
Please bear in mind that in order to submit comments, you will need a special access code that you can receive upon simple request from the MoW Secretariat.

DRAFT INFORMATION MANAGEMENT STANDARD – AUSTRALIAN GOVERNMENT PROJET DE NORME SUR LA GESTION DE L’INFORMATION – GOUVERNEMENT AUSTRALIEN |

The National Archives of Australia is currently seeking comments on its draft information management standard for the Australian Government.
The Standard has been developed to outline the fundamental principles for well managed information in Australian Government agencies and will assist agencies to manage information consistently across government. The Standard aligns with the National Archives’ Digital Continuity 2020 policy and assists in meeting a number of requirements recommended in recent whole-of-Australian Government initiatives. It also addresses the specific requirement to create records of key business activities and decisions, as recommended in the 2011-12 Audit Report No. 53 into records management in the Australian Public Service.
Les Archives Nationales d’Australie recueillent actuellement les commentaires pour leur projet de norme sur la gestion de l’information pour le Gouvernement australien.
La Norme a été développée pour présenter les principes fondamentaux d’une bonne gestion de l’information dans les services du Gouvernement australien et aidera systématiquement les services à gérer l’information au sein du gouvernement. La Norme correspond à la politique de la Digital Continuity 2020 des Archives Nationales et apporte l’aide nécessaire pour répondre à certaines exigences indiquées dans les récentes initiatives de l’ensemble du Gouvernement australien. Elle répond également aux exigences spécifiques de la création de documents relatifs aux décisions et activités commerciales clés, telles qu’indiquées dans le Rapport d’Audit No. 53 2011-12 de gestion des documents du Service Public australien.

I come from a Computer Science background. I’ve worked both as a web developer and copywriter, as well as an assistant IT tutor. My first thought upon noticing the job advertisement was that I knew absolutely nothing about archives; in fact, I had never even seen one before. This sparked my curiosity, especially when I saw that they were looking for people with an IT related background. I hadn’t considered a career path like this before, and with this offering an alternate way into the sector it seemed like too good an opportunity to pass up.
J’ai un parcours en science de l’informatique. J’ai travaillé en tant que développeur rédacteur web, puis en tant qu’assistant tuteur en réseaux informatiques. Ma première idée lorsque j’ai remarqué l’offre d’emploi a été que je ne connaissais absolument rien aux archives ; je n’en avais même jamais vu. Ce constat a attisé ma curiosité, notamment lorsque j’ai vu que l’on recherchait des personnes ayant une expérience dans les réseaux informatiques. Je n’avais jamais envisagé une carrière dans ce domaine, et cette offre qui me donnait l’opportunité de choisir une voie alternative dans ce secteur était trop belle pour ne pas être saisie.

June 30, 2016-Today President Obama signed the FOIA Improvement Act, codifying into law comprehensive bipartisan reforms to the federal Freedom of Information Act (FOIA) for the first time in nearly a decade. Signing of the bill comes days before the 50th anniversary of FOIA, signed into law on July 4, 1966. The FOIA Improvement Act is the result of significant efforts on the part of Congressional leaders, staff members, and open government advocates who have been working to push the FOIA reform legislation that is critical to ensuring government accountability.

EUROPEANA SOUND PROJECT AND METADATA MODEL PROJET EUROPEANA SOUNDS ET MODELE DE METADONNEES
This paper was presented by Bruno Sagna, Deputy Director for International Relations at the Bibliothèque nationale de France (BnF, National Library of France) at the workshop “Opening up the collection – reuse and publishing” of the LIBER Working Group “Digital Collections” on 7 June 2016 in Göttingen, Germany.
It shows how the cooperation within the framework of the Europeana Sounds project has enabled partners, to get significant achievements at different levels: doubling of audio items on Europeana to one million; enhancement of Europeana Data Model for sound recordings; improvements of research and crowdsourcing functionalities as well as providing rights labeling for the use and reuse of our cultural heritage.
More specifically it has enabled the Bibliothèque nationale de France to:

SAVING OUR DIGITAL HISTORY BYTE BY BYTE

HOW AN ARCHIVE OF THE INTERNET COULD CHANGE HISTORY
Building an archive has always required asking a couple of simple but thorny questions: What will we save and how? Whose stories are the most important and why? In theory, the internet already functions as a kind of archive: Any document, video or photo can in principle remain there indefinitely, available to be viewed by anyone with a connection. But in reality, things disappear constantly.
Search engines like Google continually trawl for pages to organize and index for retrieval, but they can’t catch everything. And as the web evolves, it becomes harder to preserve. It is estimated that 75 percent of all websites are inactive, and domains are abandoned every day.
Links can rot when sites disappear, images vanish when servers go offline and fluctuations in economic tides and social trends can wipe out entire ecosystems. (Look up a blog post from a decade ago and see how many of the images, media or links still work.) Tumblr and even Twitter may eventually end up ancient internet history because of their financial instability. Préparer un versement d’archives a toujours nécessité de poser un ensemble de questions simples : que conserver et comment ? Quelles histoires sont les plus importantes et pourquoi ? En théorie, Internet fonctionne un peu comme une archive : tout document, vidéo ou photographie peut en principe être conservée indéfiniment, être disponible et accessible à quiconque dispose d’une connexion.
